The ICT industry in the Hautes-Alpes
At the heart of three major European regions in the ICT field
At the heart of the Alpine and Mediterranean microelectronic clusters, the Hautes-Alpes département is located at the crossing of three major economic regions: Rhône-Alpes, the Italian Piemonte, and PACA. These three economical entities are the main components of the Alps-Mediterranean Euroregion (€ 350 billion GDP and 15 million inhabitants). Each of them shelters a ICT world-class cluster: the Secured Commmunicating Solution (SCS) cluster in PACA, the nano-microelectronics Minalogic cluster in Grenoble, and the Torino Wireless telecommunications cluster in Piemonte.
Within a preserved and attractive environment, benefiting from high-performance communication infrastructures (ADSL, satellite, very high speed connection), Micropolis activity park offers ICT and electronic companies the ideal location for establishing their activity. The Hautes-Alpes département actively promote the ICT industry in its territory, especially with Micropolis activity park that already includes companies, consultants and experts in the ICT and electronic products fields.
Among them can be mentioned the following :
- Meilleur Artisan.com: created in 2007, this company has been labeled young innovating company in 2009. It offers craftsmen in the construction and building field simple and profitable internet solutions for growing their business.
- NET CELLER: a software developer and solution integrator for the pharmaceutical industry, road safety, parking lot management, electric and acoustic networks for public spaces.
- ARD: a developer, manufacturer and integrator of contactless multi-applicative solutions for access control, monetics, and security based on contactless cards, tokens, mobile phones and other communicating objects.
- Le Mémo, a company specialized in online B-to-B relationship through an online professional book and the diffusion of demand and offers between service providers and professionals or institutions requesting services in animation, arts, and many other types of services.
- Piment Rouge – Métaphore Multimédia: a web site and multimedia service designer.
A real-size experimentation field for companies in the electronic field
Hautes-Alpes Développement has worked since 2006 with the Devoluy community council and IRAM to establish a European scientific platform and activity park on Plateau de Bure. The first installed entity is ASTEP, a unique worldwide known laboratory for testing the effect of natural cosmic radiations on micro and nano electronic components.
The full project will comprise a modular building made of 250 m2 units with both scientific and business purpose:
- Business: 8 experiment rooms with 15 m2 modular spaces to rent;
- Space and premises for scientific tourism and animation
- Services: the www.astep.eu web platform offering testing services to the microelectronic industry. The companies and laboratories interested in this € 1 million budget project are global leaders in their field: ST Microelectronics; EADS; Xilinx; CEA/MINATEC (Grenoble); CNRS/L2MP; MBDA France MATRA; INFINEON; FRAUENHOFER INSTITUT.

OCOVA, an international forum on communicating objects
The OCOVA forum (Communicating Objects and value creation) is held yearly since 2004, an event jointly organized by Hautes-Alpes Développement, the SCS Secured Communicating Solutions world-class cluster, ARCSIS (the association of microelectronics professionals) and the city of Gap. The event has gradually grown to become a place where actors of the communicating objects industry—smart cards, tags, PDA, tokens, mobile phones etc.—come every year to meet, exchange views on trends, technical breakthroughs and market evolutions, network and explore business opportunities. 200 attendees from the big industries, innovative SMEs, research laboratories, economical and financial institutions regularly attend the event. From the very start, OCOVA has attracted actors from the Euro-Mediterranean space and beyond (USA, Hong-Kong, Germany, Finland…)
This meeting pays special attention to allowing SMEs, often the drivers of technological innovation in their field and positioned on niche-market, to build active relationship and discuss possible partnership with actors from the big industry and top-level academic research labs.
Among the themes of presentations and debates that emerged in recent years, the usage of communicating objects and secured communications in green technologies and for sustainable development has gained growing importance.
In 2008, OCOVA acquired a new dimension by setting a second-day session opened to the general population, offering it to discover emerging usages directly geared to the everyday life: education, health, security, services to the person, leisure an commerce, etc.
